Summoning Chaotic Entities in Towns

Is it okay by shard legislation for players to summon entities like energy vortexes, blade spirits inside guarded towns and mass-murder the newbies which train using macro, most of the time being away from the keyboard ?
I know it can be prevented by adding a simple message line (guards), but this kind of contradicts the message flooding legislation. Imagine 20 newbies, all flooding the town with "Guards" messages. That is quite disturbing.
