Do houses and Boats decay? if so, how long does it take to decay?

I don't really understand... Do you mean that house is to be self-demolished? They don't and I think boats too.

Boats - yes (current decay time is unknown, but this situation is described in FAQ [Только зарегистрированные пользователи могут видеть ссылки. Регистрация!])
Houses - no (while character-homeowner is active (not more than 30 days AFK)), but it can be removed after your character removing.
