How to build.....

I have the set skills and resources to build this armor.... but it says I do not have the skill to build this. ( Black Rock Armor) is there a certain amount of skill ( as a whole ) I must have before I can build armor?

Example: In order to build an item I must have 2000 skill points and the required skills to build the item?

Am I making my self clear?

For forging BlackRock Arm you need a skill of a blacksmith at least 100.
That's what they tell us about why the table
"Black Rock Platemail Blacksmithing = 100.0 ItemId = 75.0, ArmsLore = 75.0"
All these conditions are met?
